Eerst gaat het erom dat mensen overleven en het hoognodige hebben. Daarvoor moet men snel handelen en goed afstemmen, vaak samen met overheden en andere hulporganisaties. Daarna helpen wij mensen om te herstellen en stap voor stap terug te keren naar een normaal leven.
